Guiyang SOE unveils new data plan

The Guiyang Smart Urban Operations Group, a subsidiary of State-owned Guiyang Infrastructure Construction & Investment Group, unveiled the Token Economy-Based Urban Operations Scenario Ecosystem Plan on Aug 28, the opening day of the China International Big Data Industry Expo 2026, outlining a new approach to urban operations transformation that uses parking as a high-frequency entry point and city tokens as units for data circulation.

Built around smart cities, smart mobility, and smart media, the plan integrates parking resources and user groups across Guiyang, utilizing data tokens generated from parking scenarios as basic units for circulation and connecting identity authentication and service authorization systems across five key sectors: healthcare, education, housing, commerce, and culture and tourism.

The plan explores a model in which one identity can be used citywide, and a single authorization can be applied across multiple scenarios, unlocking the value of data elements to improve public services.

The event also launched the Digital Urban Investment Developer Innovation Program, which will open application scenarios and resource interfaces to industry partners, encouraging collaborative development of innovative applications, exploring diverse operating models, promoting the orderly circulation of data products, and fostering a new ecosystem for urban digital services.
