Guiyang SOE improves governance, service quality of buildings

Metro International, one of the core commercial office buildings in Guiyang city, is home to a large number of enterprises and over 1,000 office workers. In recent years, State-owned Guiyang Metro Property Management Co has introduced a multi-stakeholder governance model involving the community, property management, enterprises, and tenants, improving the overall service quality and operational standards, and setting a benchmark for refined office building management.

To address challenges such as fragmented governance and coordination difficulties among multiple stakeholders, the project has established a regular consultation mechanism, enabling joint participation in building management by the community, property management, owners, and business tenants.

In response to key concerns raised by enterprises and property owners, the property management team has carried out a series of targeted renovation and upgrading projects. The A3 building's kitchen exhaust duct renovation project, launched in 2024, was completed in May 2025 after nearly one year of coordination, resolving long-standing odor issues affecting tenants and merchants.

The property management has also completed infrastructure improvements, including curb ramp widening and parking lot surface repairs. It has upgraded the surveillance system using public revenue funds, further enhancing the building's environmental quality and safety standards.

The property team has continuously improved fire safety inspections, emergency drills, and facility maintenance systems, including innovative fire emergency drills for new energy vehicles. It has also replaced some curtain wall glass and introduced in-room cleaning services, while optimizing service response mechanisms.

At the same time, the team has organized various community activities such as traditional festival celebrations, anti-fraud awareness campaigns, and plant cultivation programs to meet the needs of enterprise employees.

These measures have improved the overall quality of Metro International, increased tenant satisfaction and occupancy rates, and fostered a more integrated and coordinated development model between the commercial building and the surrounding community.
