Guiyang SOE delivers innovation achievements during 14th Five-Year Plan

State-owned Guiyang Infrastructure Construction and Investment Group advanced reform and innovation across urban development and construction, integrated urban operations, and public service delivery during the 14th Five-Year Plan (2021–25), providing strong support for the high-quality, modern development of Guiyang City and Gui'an New Area.

In urban construction, the group launched nearly 80 new projects and completed fixed-asset investment of about 21.9 billion yuan ($3.13 billion). A total of six hospitals, 14 parking facilities, and nearly 30 public-benefit projects, such as resettlement housing and schools, were completed and put into operation. Efforts were also made to improve road networks, industrial parks, public rental housing, and prefabricated construction industries, thereby strengthening urban functions and industrial capacity.

In integrated urban operations, the group has developed and acquired 37 parking facilities with nearly 14,000 parking spaces and now operates more than 50,000 spaces citywide through a smart parking public service platform. The total operational area of assets has reached 5.25 million square meters, with an average occupancy rate of approximately 80 percent for commercial properties.

In public service delivery, the group has consistently expanded the supply of high-quality services to further improve urban livability and residents' well-being. It has built multiple schools and community hospitals, over 40,000 apartment units with lower rents that now benefit more than 120,000 residents, and a full-chain healthcare ecosystem spanning medical services, elderly care, pharmaceuticals, and digital health.

Looking ahead to the 15th Five-Year Plan period (2026-30), the group will accelerate its transformation into an integrated urban construction, management, and service operator, injecting sustained momentum into the development of Guiyang and Gui'an.
