A new round of State-owned Enterprise (SOE) reforms has been launched across Guiyang City and Gui'an New Area since 2024, advancing the market-oriented transformation of local SOEs and aiming to streamline management structures and improve overall labor productivity by 2026.
By the end of 2024, Guiyang and Gui'an were home to a total of 2,095 State-owned and State-controlled enterprises, employing 68,000 people. Behind this sizable system, however, some SOEs faced challenges such as low management efficiency and high debt risks. To address these issues, Guiyang released the Implementation Plan for the Reform and Transformation of SOEs in Guiyang and Gui'an.
Through measures such as equity transfers, mergers and acquisitions, the city plans to reduce the number of enterprises by 1,253. So far, 535 have been completed. In terms of personnel management, strict controls have been placed on headquarters staffing: municipal-level SOEs may have no more than nine departments and 100 employees, while district-level SOEs are capped at seven departments and 50 employees.
Among them, Guiyang Public Transport Investment and Operation Group Co has optimized its department structure, departmental functions, and staffing arrangements. It has implemented 10 rounds of bus route adjustments and ensured that all 93 metro stations are fully connected with city bus routes.
