Guiyang State-owned enterprise targets achieving its goals

State-owned enterprise, the Guiyang Infrastructure Construction & Investment Group – based in Guiyang, capital city of Southwest China's Guizhou province – will focus on achieving what it calls its "11357"  objectives in the current year.

The SOE says it aims to promote its transformation into a market-oriented commercial operation, in order to realize its high-quality development.

The first "1" signifies its strategic positioning of being a "comprehensive operator for urban construction management services", while the second "1" delineates its core goal of "building a modern State-owned enterprise".

The "3" in its set of objectives represents its main responsibilities and businesses – urban construction and development, comprehensive urban operations and the provision of secure urban livelihoods.

Meanwhile, the "5" represents tasks it is undertaking related to attracting investment.

These are divided into implementing 42 investment projects for commercial housing, resettlement housing, rental housing and industrial occupancy.

It is applying Guizhou provincial financial policies to support funds for the group's projects and is introducing projects in new building materials, new infrastructure, education services and healthcare.

Furthermore, it is expanding project financing channels and enhancing the quality and efficiency of asset management to ensure the preservation and appreciation of State-owned assets.

Finally, the "7" indicates the implementation of seven types of projects.

They include building large wholly State-owned construction enterprises and advancing the construction of the Guiyang Housing Transaction Platform.

It is also establishing a large-scale applications scenario for its digital operations platform and is nurturing its "Wanxi" business management brand.

In addition, the SOE is establishing a batch of community rehabilitation centers and community health service centers. The company is building classrooms that will add 2,000 places for students in the city, is developing research-oriented learning projects and is building 1,004 sets of rental houses for talent in Guiyang.
