'12345' talent plan proposed by State-owned enterprise

State-owned Guiyang Industrial Investment Co owns leading companies such as Guizhou Tyre, Guiyang Yongqing, Guizhou Mechanical and Electrical. It focuses on tires, aluminum, equipment manufacturing and other traditional industries.

On Jan 6, Guiyang Industrial Investment Co held a meeting to propose a "12345" talent cultivation plan to gather intelligent power for the "strong capital city" strategy.

"1" refers to one talent cultivation plan. It takes 5-10 years to develop an enterprise's future talent cultivation planning schedule and lay out a road map and tasks.

"2" refers to the two work mechanisms that Guiyang will build and integrate: a management training mechanism and a mentor mechanism.

"3" refers to three cultivation platforms – Guizhou Tyre Co, Guiyang Equipment Manufacturing Intelligent Technology Research Institute Co and Guiyang Industrial Talent Service Co will be built into talent cultivation platforms, and talent cultivated by these companies will be transferred to subsidiary companies affiliated to Guiyang Industrial Investment Co.

"4" refers to the introduction, use, cultivation and retention of talent.

"5" refers to the five standards that leaders of State-owned companies should obey – loyalty to the Party, courage to innovate, governance of enterprises, achievements in developing enterprises, and honesty.
