The Guiyang State-owned Assets Supervision and Administration Commission (SASAC) has recently issued detailed rules for implementation. State-owned and State-controlled enterprises and their subsidiaries at all levels that meet the following conditions may apply for rent reductions or exemptions.
1. Objects of reduction and exemption and standards for reduction and exemption
Small and micro-sized enterprises in the service industry and individual industrial and commercial businesses (with business licenses from the city) that rent self-operating real estate of the municipal SASAC-supervised enterprises in the county-level administrative area where areas at high risk of COVID-19 are located in 2022 will be exempt from six months' rent, and other areas will be exempt from three months' rent.
2. Methods of reduction and exemption
Methods of direct deduction or return can be adopted, and rent can also be deducted from the next rent period or the lease period can be extended accordingly after negotiation.
3. Workflow
Thorough investigation, notification (contents include reduction and exemption standards, handling procedures, contact information of the acceptor, acceptance time, application text, materials to be submitted), application and acceptance, approval and feedback.
4. Relevant matters
General three-month rent reduction and exemption cases will be completed before July, and the additional three-month rent reduction should be completed within two months after it is classified as a medium or high-risk area. Each regulated enterprise shall report the rent reduction or exemption for the previous month to the Guiyang SASAC before the fifth of each month.
