The Guiyang State-owned Assets Supervision and Administration Commission, or Guiyang SASAC – in Guiyang, capital of Southwest China's Guizhou province – recently released a series of measures designed to streamline and improve the handling of online public inquiries and complaints, according to a report on April 2.
The measures aim to create a stable and healthy feedback ecosystem, to help facilitate the reform of State-owned enterprises.
The first of the measures aims to ensure the online communications feedback mechanism is functioning optimally. To deal with public opinion appropriately, the Guiyang SASAC established a new information office and arranged for special personnel to monitor, report and handle various situations in the case of emergencies.
The second measure is designed to establish effective ways to improve the general public feedback system's handling capacity.
In terms of public opinion, the feeling was reportedly that the public profile of some operations areas – including State-owned assets management, environmental protection, land acquisitions, workers' wages and small and medium-sized enterprise loans – needed to be raised to attract more attention from the man and women in the street.
In addition, it was deemed that those enterprises, although monitored, should be more proactive in anticipating and handling emergencies promptly.
The measures also called for more efforts to keep situations under control. It was recommended that new media platforms – such as websites, Weibo and Wechat – should be used, with companies being required to be assessed in accordance with their business behavior.
In addition, the Guiyang SASAC also drafted specific resolution processes for complaints and feedback, both positive and negative. When handling situations, it was felt departments should lose no time in reporting conditions to a higher authority and conveying positive feedback to the maximum.
