To solve the problem of delayed salary payments for migrant workers, Guiyang State-owned Assets Supervision and Administration Commission (Guiyang SASAC) held a meeting on Jan 8.
The meeting required all State-owned companies to take responsibility and supervise their subsidiary enterprises to pay migrant workers in time.
All the companies should manage salaries using each employees' real name, establish special bank accounts for salaries and pay wages on time and in full. They should also pay salaries through banks, create a security fund for salary payment, offer employment injury insurance, sign labor contracts with employees and popularize rights protection information.
These enterprises also need to prevent the delayed payment of salaries by ensuring capital flow, establishing an early warning mechanism and screening the potential back pay risks.
